Character transfer : PvE -> PvP

Why is it not possible to transfer from PvE to PvP? You can transfer from PvP to PvE, and..well, the only difference is that you haven't pvp'ed as you levelled, but why is it not possible to do so?

Or, why can't there be an opening for people who want to do it? Many maybe made a char on a PvE realm or didn't think too much about it or where their friends played, but as time goes on, you want to try something else, or have other reasons. Why can't people transfer from PvE to PvP?
